Applications: only a press figure exists
Reported by TBS NEWS DIG on 8 May 2026 as ISA figures (five months before vs after), and repeated by Yahoo! News Japan (9 May 2026) and others. This is not an official statistic: e-Stat publishes no application or refusal counts for this status.
In the Diet (House of Councillors Judicial Affairs Committee, 21 Apr 2026) ISA said many current holders are around the ¥5m level and few are at ¥30m; the Justice Minister said individual circumstances would still be considered after the 3-year transition (Diet answers, not statistics).
Existing holders: renewal and 16 Oct 2028
- Renewals until 16 Oct 2028 are “not refused merely because” the new criteria are not met; ISA looks at the business and the prospect of meeting them (and may ask for an expert assessment) Official.
- From 16 Oct 2028 the new criteria apply, but a sound business that pays its taxes and is expected to meet them by the next renewal is judged case by case Official.
- ISA FAQ Q3 on the claim that you must leave Japan if you cannot find ¥30m by 2028: “事実ではありません” (“this is not true”) Official.
- At renewal you submit proof of labour and social insurance (health and pension) enrolment and payment and the company's national and local taxes — all that apply. Being abroad for more than half the period counts against you Official.
- Permanent residence: after the change, PR is not granted from Business Manager (or HSP 1(c)) unless the new criteria are met Official.
Can an Airbnb (minpaku) get you the visa?
- ISA's amendment page and guidelines do not mention minpaku at all; there is no named ban Official.
- The general rule applies: if most operations are outsourced and you do not personally run the business day to day (or do not know its operations and finances), it does not qualify (FAQ Q19, guideline) Official.
- A hotel licence or minpaku notification is a business licence ISA asks about (Q28) Official.
- Private Lodging Business Act Art. 11: hosts who are not on site must outsource to a registered management company (unless they are one) Official.
Property: office rules, and does buying count toward ¥30m?
- Office: if leased, the lease must be in the company's name and for business use; monthly short-term spaces or stalls are not accepted; the size must be “necessary and sufficient” for the business; temporary space in incubators such as JETRO IBSC is accepted Official.
- Home office: “not permitted in principle”, so you normally need an office and a separate home Official.
- Buying property does not count toward a company's ¥30m: only paid-in capital counts (total contributions for a godo kaisha); salaries, office costs and the like cannot be added (FAQ Q8) Official.Spending the capital on an office does not change the registered capital, so it neither helps nor hurts Our reading.
- Sole proprietors: the total invested counts (premises, one year of staff salary, equipment), so acquiring premises counts Official.

FAQ
What are the new Business Manager visa rules and when did they start?
In force from 16 Oct 2025: ¥30m capital (was ¥5m), at least one full-time employee, B2 Japanese (applicant or staff), a relevant degree or 3 years of management experience, a business plan checked by a shindanshi/CPA/tax accountant, and in principle no home office. Applications filed by 15 Oct 2025 follow the old rules.
Does property count toward the ¥30 million?
For a company, only paid-in capital counts; capital reserves, salaries or office costs cannot be added (FAQ Q8), so buying property adds nothing on top. For a sole proprietor the total invested (premises, a year of salary, equipment) counts. Whether property contributed in kind counts is not addressed by ISA.
Who counts as the full-time employee?
A Japanese national, special permanent resident, permanent resident, spouse of a Japanese/PR, or long-term resident living in Japan. Work-visa foreigners do not count. Full-time means roughly 5+ days a week, 217+ days a year, 30+ hours a week, enrolled in employment insurance; dispatch, contractors and secondees do not count.
What is the Japanese language requirement?
The applicant or a full-time staff member (here a work-visa foreign employee counts) needs CEFR B2: JLPT N2+, BJT 400+, 20+ years of residence, a degree from a Japanese university or college, or Japanese compulsory education plus high school.
What are the renewal requirements for existing holders?
Until 16 Oct 2028 a renewal is not refused merely for missing the new criteria. After that the criteria apply, but a sound, tax-compliant business expected to meet them by the next renewal is judged case by case. ISA calls “leave Japan if you lack ¥30m” untrue. Renewals check social insurance, labour insurance and taxes; long absences count against you.
What is the processing time?
Standard: 1–3 months for a COE, 2 weeks–1 month for a renewal. Actual averages for approved cases in Jul 2026: 241.9 days for a new COE (vs 80–146 before the change), about 44 days for renewals, about 194 days for changes of status.
Can I use my home as the office?
Not in principle. A leased office must be in the company's name for business use, monthly short-term spaces are not accepted, and the size must fit the business.
Can I get the visa by buying an Airbnb (minpaku)?
Buying property never gives a visa. ISA does not name minpaku, but if most work is outsourced and you don't run the business yourself it does not qualify, and the minpaku law requires absentee hosts to outsource management. Our reading: one or two outsourced minpaku owned from abroad will struggle to meet the new rules.
Why are applications refused?
ISA publishes no refusal ranking and e-Stat has no refusal count for this status. Negative factors ISA does name: outsourcing that leaves no real management, a home office, unpaid social insurance or taxes, long absences, missing business licences.
What does it cost, is there an age limit, and can it lead to permanent residence?
No government fee for a COE; ¥6,000 when a renewal or change is granted (¥5,500 online). Gyoseishoshi fees are market prices with no official figure. The ordinance sets no age limit. After the change, PR from Business Manager requires meeting the new criteria.
Can you handle my visa application?
