Niseko property management: how it works and what managers publish

Owner weeks, holiday letting and year-round care are bundled into one management agreement in Niseko. This page shows the fee rates companies actually publish (most do not), the Kutchan and Niseko Town letting rules and accommodation tax, and the winter costs you must get quoted. No invented yields, no guarantees.

What do managers charge?Of 9 Niseko managers we checked, 2 publish a rate: Niseko Ski Lodge Property & Asset Management (15% of gross sales, ¥13,000/month base management fee + 10% consumption tax) and Nisade (around 35% of the nightly rate plus fixed costs). The rest, including the largest operators, give no figure and quote per property.
Do I need a minpaku notification?Most Hirafu condos and chalets operate under a simple-lodging () licence with no night cap, not the 180-night minpaku notification. Which one applies depends on the building and zone.
Accommodation tax?Kutchan: 3% of the room charge from 1 April 2026, plus the new Hokkaido prefectural tax. Niseko Town: tiered until 31 October 2026, then 3% including the prefectural share from 1 November 2026. Guests pay it; the manager collects.
Snow and winter checks?No official price list exists. Budget on written quotes; the one published rate sheet bills snow and maintenance work by the hour.

How ownership and management work in Niseko

Niseko’s resort stock, the condominiums and chalets around Hirafu (Kutchan Town), Hanazono, Niseko Village and Annupuri (Niseko Town), was built for owners who live elsewhere. The usual arrangement has three parts:

  • Owner use. You reserve your own stays, typically a set number of weeks a year with limits on peak dates (Christmas to mid-February). Managers’ FAQs describe owner usage as the main reason occupancy and net yield vary between otherwise identical units.
  • Holiday letting. For the remaining nights the manager markets the unit through its own site, booking platforms and travel agents, prices it, handles guests, cleaning and linen, and pays you the balance after fees. Booking-site commissions (Airbnb’s host-only service fee is 15.5% for most hosts in 2026) and card fees are normally charged in addition to the manager’s fee.
  • Property management. Separate from letting: regular inspections, heating and water checks, snow clearance, contractor coordination, paying utilities and the building’s own management fee. Billed as a monthly base fee plus hourly or at-cost work, whether or not the unit is let.

Some owners choose a residence-only agreement (no letting, property care only) or a long-term tenancy. Both remove the holiday income and most of the variable cost. A long-term letting agent in Japan typically charges around 5% of rent; see our nationwide fee comparison.

If the unit is let as a minpaku () and you do not live there, the law requires you to entrust all management to one registered residential-lodging manager (Article 11). Units run under a simple-lodging licence are outside that rule, which is why many Niseko managers show no minpaku registration number; it is not a red flag on its own.

What to ask for in a quote. (1) What the percentage is applied to: gross guest payments, the nightly rate, or revenue after booking-site commission. The same 15% can move the owner’s share by several points. (2) The annual fixed costs: base management fee, inspections, heating-season checks. (3) Hourly rates and call-out charges for snow and repairs. (4) Owner-use rules and any charge for owner stays (cleaning after your own visit is usually billed). (5) Whether consumption tax is on top. The Niseko pattern of “percentage + annual fixed fee + hourly work” looks cheaper on the percentage alone than it is.

Snow, heating and vacant-unit care

We found no official or published price list for snow clearance, roof-snow removal or winter inspections in Niseko, so we do not give a figure. The one published rate sheet (Niseko Ski Lodge) bills this work at ¥3,500 per hour plus tax and passes outside contractors through at cost; the other companies quote per property. Ask every candidate manager for a written estimate covering, as a minimum: driveway and entrance clearance after each snowfall, roof-snow checks, weekly heating and pipe inspections while the unit is empty, and an emergency call-out rate. In a detached chalet these winter costs can exceed the base management fee; in a managed condominium much of it is inside the building’s own monthly fee, which is a separate line in your budget.

Fixed-asset tax and the rest of the owner’s budget

Besides the manager, a Niseko owner pays the building’s management fee and repair reserve (condominiums), fixed-asset and city-planning tax billed by the town each year, insurance, utilities during owner stays and income tax on the rental profit (non-residents also face 20.42% withholding on rent paid by a company). How fixed-asset tax is assessed and paid from abroad, including the tax-agent requirement, is in Japan property tax for foreigners. What is left for the owner

We do not publish a Niseko yield figure of our own: the inputs that matter (your owner weeks, the fee basis, the fixed fees, winter work) differ unit by unit, and the one manager that states a figure (Nisade’s FAQ) puts net yield at 1–3% with 90–120 let nights a year. FAQ

How much does property management cost in Niseko?

Most Niseko managers do not publish rates. The two that do, as of 28 September 2026, are Niseko Ski Lodge (15% of gross rental sales plus a ¥13,000 monthly base fee, both plus consumption tax, with snow and maintenance work billed hourly) and Nisade (an FAQ saying fees are generally around 35% of the nightly rate plus annual fixed costs). Booking-site commissions and card fees are usually on top. Get written quotes from at least two companies and compare what the percentage is applied to.

Can I use my Niseko property myself and still rent it out?

Yes. Management agreements set aside owner weeks, often with limits in the December–February peak, and let the unit to guests for the rest of the year. More owner use in peak season means fewer let nights and a lower net return, which is why managers quote yields as a range rather than a number.

Do I need a minpaku licence to rent out a Niseko condo?

Not usually in the resort areas. Most Hirafu condos and chalets hold a simple-lodging licence under the Hotel Business Act, which has no night cap. If the unit instead runs as a notified minpaku, the national 180-night cap applies, and in designated residential zones of Kutchan (expanded on 1 June 2026) and Niseko Town absentee owners are limited to weekends and holidays, about 120 nights. Confirm the lot’s zone with the town before you buy.
