Old vs new seismic standard: 1981, and 2000

The line is the permit date, not the completion date. Sales data only give the year a building was completed, and a condo is usually completed one to two years after its permit. So we count buildings completed in 1981 or earlier as “likely old standard”, keep 1982–83 apart as uncertain (the figure in brackets includes them), and treat 1984 onwards as new standard.

Sample note: every other price on this page is a contract price (, from 2021) only. This old-vs-new comparison instead pools MLIT's contract prices and its buyer-survey prices () so that each age band has enough sales; a sale can appear in both series. Its ¥/㎡ medians are therefore not directly comparable with the ward and station prices above. Recomputed on contract prices alone, the picture is the same (five wards: 17% pre-1981, like-for-like gap −4%).

The honest finding: most of the discount is age, not the standard. Across the five central wards, pre-1981 condos sold for 39% less per ㎡ than post-1983 ones, but they are also about 30 years older, smaller and differently located. Compared with buildings completed just after the change (1984–90), the gap shrinks to −5% for the five wards combined and −11% in Minato; single wards range from −7% to −19% on smaller samples. None of these comparisons controls for location or condition. Houses are different again: their price is mostly land, and in Minato old houses sold for 12% more per ㎡ of land than newer ones, being bought as sites to rebuild.

Pre-1981 buildings can also be harder to finance, and some tax reliefs for existing homes depend on the building's age or an earthquake-resistance certificate. See our mortgage guide and the limits listed in the tax calculator.

How to check a specific building

  1. Building permit date (建築確認日). Ask the broker for the date on the certificate of confirmation (確認済証) or in the building's records; the ward office can often show the building-plan summary (建築計画概要書). On or after 1 June 1981 = new standard. The completion year in an advert is not enough for buildings finished in 1981–83.
  2. Earthquake-resistance assessment (耐震診断). For buildings permitted before 1 June 1981, the statement of important matters (重要事項説明) must say whether an assessment has been done and, if so, its content. For a condo, also ask whether the management association has retrofitted (耐震改修) or plans to, and what that means for the repair reserve.
  3. Hazard maps for the address. The broker must show where the property lies on the municipality's flood hazard maps before the contract. You can look it up yourself first:

Central Kyoto

Shaking probabilities are a third or less of Tokyo's: 7%–17% (ward medians), with Higashiyama lowest. River flooding is the bigger issue on the valley floor: in the maximum-scale scenario (Kamo and Katsura rivers and others), 66% of Shimogyo and 47% of Nakagyo are in ≥0.5 m flood zones. Fukuoka (Chuo and Hakata wards)

Shaking probabilities are low (6%–9% ward medians), but low is not zero: the 2005 earthquake off western Fukuoka (M7.0) shook the city. Much of both wards is in river-flood and storm-surge zones around Hakata Bay. We do not have a price page for Fukuoka yet.

Niseko and Hakuba

Shaking probabilities in Kutchan and Niseko Town are under 1% (median), and 2% in Hakuba (up to 13% in parts of the village; the 2014 Kamishiro fault earthquake struck Hakuba). River-flood zones cover only a few per cent of the land, along rivers, although the 500 m circle around Kutchan station includes deep riverside flood zones (79% of it at ≥0.5 m).
