The short version
This page does not forecast prices. It lists what has happened, with dates and sources. Nothing here says, or should be read as saying, that prices in Chitose or Eniwa will rise. A factory, jobs or subsidies do not guarantee higher property prices, and the market has already moved.
- Land in Chitose (buyer survey, median ¥/㎡): about ¥28,000 a year from 2015 to 2019; ¥30,094 in 2020, ¥35,895 in 2021, ¥60,606 in 2025. The clear rise started in 2021 (after a smaller step in 2020), before Rapidus was founded (August 2022) and before it chose Chitose (February 2023). This data cannot show how much of the rise is due to Rapidus.
- 2021→2025: Chitose land +69%, Eniwa land +64%, Sapporo's ten wards +9%.
- House sales (closed prices) in Chitose went from 61 in 2022 to 122 in 2025; Eniwa 52 → 91.
- Official land prices: Chitose's commercial points were Japan's top risers in 2025 and 2026, but the rise narrowed in 2026 (average commercial change +29.7% vs +37.8% a year earlier).
- Population is flat: Chitose about 97,000–98,000 since 2021, Eniwa about 70,000. Chitose's vacancy rate was 13.4% in 2023.

Land prices 2015–2025
Land price per ㎡, median, 2015–2025 (buyer survey)
Chitose's median land price per ㎡ barely moved from 2015 to 2019, then rose from 2020. Eniwa followed a similar path. Sapporo's ten wards rose earlier and have been flat since 2022. These are medians of whatever plots sold each year (roughly 60–150 a year per city), so part of any change is a change in which plots sold.
Houses and condos
Houses (land + building), closed prices. Price per ㎡ is per ㎡ of land. Chitose's median per ㎡: ¥84,955 in 2021, ¥97,460 in 2025; Eniwa: ¥73,171 → ¥89,157.

Eniwa has only 7–10 closed condo sales a year, so we show the five years together: 41 sales in 2021-2025, median ¥12.0m (middle half ¥8.90m–¥14.0m), ¥150,769/㎡ (¥124,000–¥185,714). Neither city has any buyer-survey condo records in 2015–2025.
Quarterly sales, 2022 Q1 – 2026 Q1
Number of sales and median ¥/㎡ per quarter. With 10–40 sales a quarter the medians swing a lot; the counts are more telling. Chitose closed house sales: 13–18 a quarter in 2022, 25–36 in 2025. The newest quarter can still gain records.

The rises were smaller in 2026 than in 2025: the top commercial point in the July survey went from +31.4% to +25.2%.
What an appraiser said. In Sapporo City's council material on the 2026 land prices, a real-estate appraiser described the mood around Chitose as “somewhat overheated; the appropriate price needs to be judged carefully” (社会的雰囲気が過熱気味。適正価格の見極めが必要) and the Rapidus effect on detached houses as “limited” (戸建へのラピダス影響は限定的).
